Last installer had Tango.exe v1.45 and maker.chm = 6Mb, the new installer has Tango.exe v1.87 and maker.chm = 342Mb. Also, the new installer places drivers into Tango directory, it is useful if you suddenly need driver: you already know where it is.

Is the updates inside are accumulative?
or does the new user update ones in between?

All is in one bottle

Updates have to be made in old way: download > replace.
