0h30R hc711PH8 in-circuit diagram

Is there a diagram for reading the PLCC 84 pin 0H30R processor in circuit ? Its in a Land Rover Discovery 2 BCU.

I have looked in Omega help, and it does list some pin connections, but it is not clear to me where Vcc must go.
Also in the help it says: "VDDSYN: 68 for PLL -off." What does this mean ?

Attached is the picture of the processor.

and does any one have pins out number for my programmer and do we have to use additional board
