Your dump is for ID67 keys and Tango does everything correctly.
Write a key on position 1, save new file and write back to Immo, make sure it is written same way as read x8 or x16.
If car doesn't start then either synchronization is damaged or the vehicle has electrical or mechanical fault.
When both LEDs are ON Tango either locked itself due to PC USB port malfunction or was physically damaged and/or tampered with.
Change the USB cable and Connect Tango to a working PC and let it stay ON for several hours [24-48h]. Make sure you have installed the software with the latest setup...

Also Windows admin privileges must not be given to any of the executable files.
The software displays the error message "Either ESL or ID code...". It means that ID code is not paired.
Use Barracuda to reset the ID code, next use Tango Toyota to pair the ID code, next you can learn a new key
